Coworking is one signal; the café-with-wifi network is another. Some cities have weak coworking culture but excellent café options (Paris, Bordeaux). We count amenity=cafe with internet_access tag set in OpenStreetMap. Same caveat as coworking: OSM coverage uneven outside Europe / North America.
