The math on Bhutan changed in September 2022, the famous tourist-tax visa was replaced by a Sustainable Development Fee of $200/person/night (reduced from $200 to $100 for some periods in 2023–24, currently $100/night through 2027 per royal decree). That's on top of hotels, food, guide, and transport. A three-star hotel in central Thimphu runs 4,000 BTN/night ($48), and a thali at Zombala 2 is 250 BTN ($3). You cannot independently rent a long-term apartment as a tourist, the visa requires a booked itinerary through a licensed tour operator.
Friction is the SDF itself, a two-week trip realistically costs $4,000–6,000 all-in. The high-altitude winter (December–February) freezes Thimphu at 2,300m and many monastery routes close. June–September is the monsoon and clouds the Buddha Dordenma viewpoint. The dry windows are March–May and October–November, and prices spike then.
Indian, Bangladeshi, and Maldivian passports get a simplified entry at the Phuentsholing land border with reduced fees. Everyone else flies into Paro on Drukair or Bhutan Airlines (the only two airlines cleared for the valley approach) and clears immigration with the pre-arranged SDF receipt.
