Chisinau is the cheapest capital in Europe, a Soviet-grid city slowly turning west, with rents under $400 and almost no other foreigners to compete with.

A modern one-bedroom near Stefan cel Mare Park or the Cathedral Square core runs $300-500/month, and you can eat well for $4-6 a meal. Moldova is an EU candidate as of 2022, which means Brussels-funded infrastructure money is starting to land, but the city still feels closer to 2005 Bucharest than 2026 Warsaw. That gap is the entire pitch. Cricova's 60km of underground wine tunnels and Milestii Mici nearby are real, not folklore, you can drive into them.
Winters bite. December through February sits at -5 to -10°C with grey light, and the heating in older Soviet blocks is unreliable. May to September is the only honest working window; the shoulder months are wet. Pollution from coal heating in winter is real.
EU and US citizens get 90 days visa-free in any 180. Romanian is widely spoken alongside Russian, English is patchy outside the central business district. Coworking is thin (ARTCOR, Mediacor) and the nomad scene is essentially nonexistent, which is either the point or the dealbreaker.

Cleanest air in June (6 µg/m³); worst in January (22 µg/m³).
Annual mean 12.6 µg/m³ is moderate, sensitive groups (asthma, kids, elderly) should time longer stays to the cleaner half of the year. The 16 µg/m³ swing between worst and best month is large, month-of-travel matters more here than in stable cities.
