The Gulf is what happens when oil money builds visas. Dubai's Virtual Working Programme, Bahrain's Golden Visa, Saudi Arabia's Premium Residency, Qatar's increasingly permissive long-stay framework, each is essentially the same product: prove $3,000-5,000/month, get a year of zero tax, fibre everywhere, and an airport within an eight-hour radius of every business hub on Earth. The headline cost is high, the headline net (after no income tax) competes with Lisbon for senior earners.
Outside the Gulf the picture changes. Cyprus does the same trade at half the price and inside the EU. Tel Aviv runs on tech salaries and tense politics. Amman and Beirut are the quiet, complicated alternatives for those who want the Levant without the price floor.
